Claimants must register for an account with eCRB. To submit a claim, you must complete an online claims form in eCRB by clicking on Submit a cable claim, Submit a satellite claim, or Submit a DART claim during the appropriate filing periods.

You may view the status of submitted claims in eCRB and will receive status change notifications by email. The submitted claim is officially filed when the online form is accepted by eCRB and approved by Copyright Royalty Board staff.

Does a claimant need to register when an attorney is filing on their behalf?

When is the claims filing period for cable and satellite distribution claims?

Attorneys and claimants can submit cable and satellite royalty claims from July 1st to July 31st at 11:59 PM Eastern Time. The deadline will be extended to the next business day if July 31st falls on a weekend.

Who should I list as the primary contact on a claims form?

The primary contact is the person that the Copyright Royalty Board should contact with any questions in regard to a submitted claim.

What is the open claims period for DART distribution claims?

Attorneys and claimants can submit DART royalty claims from January 1st through the last day in February at 11:59 PM Eastern Time. The deadline will be extended to the next business day if the last day in February falls on a weekend.

What is eCRB and why do I have to file through it?

eCRB is the Copyright Royalty Board’s electronic filing system. Attorneys and their designees must file documents with the Copyright Royalty Board through eCRB. Pro se parties may file documents with the Copyright Royalty Board through eCRB, subject to 37 CFR § 303.4(c)(2).

What is a filer?

A filer is a person who files documents with the Copyright Royalty Board. Filers must register for a user account and select the appropriate user role.

What types of documents may be filed through eCRB?

All documents related to Copyright Royalty Board proceedings must be filed through eCRB.

Are there formatting requirements for documents filed through eCRB?

Yes, documents must meet the requirements outlined in 37 C.F.R. 303. See Governing Laws referenced above.Yes, documents must meet the requirements outlined in 37 C.F.R. 303. How will I know that my filing was approved?

You will be notified by email when your filing is approved or rejected. If your filing is rejected, your email will include the reason for rejection. You can also log in to review the status of recent filings on your dashboard.

I cannot find the document type I need. What should I file under?

eCRB displays the documents available for filing during the current phase of each case. Contact the Copyright Royalty Board if you need to file a document that is not listed.eCRB displays the documents available for filing during the current phase of each case. You may choose document type Not found if you don’t find the appropriate document type and think it should be listed. In such a case, please contact the Copyright Royalty Board to explain what document type you expected to file.

I would like to find docket information. How do I search for a docket or activity?

You may click on Case Search located in the header on any page.

I uploaded the wrong document when I filed. How do I edit a document I have filed?

You may edit documents that are still pending approval by clicking View next to the document on your dashboard and selecting Withdraw & edit or Withdraw & discard.

What is a participant?

A participant is an individual or organization that filed a Petition to Participate during a specific filing period in proceedings filed before the Copyright Royalty Board.

How do I add new participants to a case?

New participants may be added to a case when filing a Petition to Participate. On subsequent filings, users can select the participants associated with a case from a drop-down list on the Add Documents page.

How do I add co-counsel to a case?

You may add co-counsel when filing a Petition to Participate or when filing a Notice of Appearance.

Does eCRB indicate which participants receive electronic delivery and which participants require delivery by traditional means?

Yes. When submitting a filing, you will see a list of who will receive electronic delivery and of who will need you to deliver the document via an alternative method. If an alternative method is required, you must indicate which method you will use to deliver the document.

Can others in my law firm receive notice of my filings?

Yes. You may add email addresses for others in your law firm on the Review Submission page, which is the final screen you will see before you submit a filing.

How do I know my filing was submitted successfully?

If a filing is successful, you will see a submission receipt on screen and receive confirmation by email. You may also view the filing on your dashboard after logging in to the system. The filing will show as pending until approved by the Copyright Royalty Board.

What do I do if I have technical difficulties and cannot complete my filing before a deadline?

If you are encountering technical problems with an eCRB filing, you must immediately notify the Copyright Royalty Board of the problem either by email ( [email protected] ) or by telephone 202-707-7658 (followed promptly by written confirmation). Then, you should submit the filing via email. The filing date will match the timestamp in the email. See Governing Laws.

How do I view approved documents?

To view the status of documents you have filed, log in to eCRB. On your dashboard, documents filed but not yet approved by the Copyright Royalty Board are listed under the Pending tab. Approved documents are under the Processed tab.

To view approved documents filed by others, use the Case Search page to find the docket to view. Click on the caption, short name, or View button to open the Case details page. Use the text search boxes to locate documents.

How do I file a restricted document?

You are responsible for physically marking documents as restricted pursuant to protective orders. When filing a restricted document, select the level of access from the Document access dropdown. Restricted documents will be displayed with a closed padlock icon. Non-restricted aka Public documents will be displayed with a globe icon.

How do I remove a restricted designation from a document?

During filing, on the Add Document screen, you may click the padlock icon to remove a restricted designation. A document is unrestricted when the padlock icon appears unlocked.

Can I file a public redacted version of a restricted document?

Yes. During the upload process, you may upload a restricted and a redacted version of the same document. Carefully select the right access permissions for each document, versions containing personally identifiable information, or sensitive or confidential information should be designated as restricted, while redacted versions can remain unrestricted.

How do I edit a document I have filed?

You may edit a submission while filing. You have the option to select Withdraw and Edit or Withdraw and Discard pending filings and filings you have submitted that are awaiting Copyright Royalty Board review. Once a document has been processed, it cannot be edited.

Are documents considered filed at the time I submit or when the Copyright Royalty Board approves the filing?

Yes, documents are considered filed when the submission is approved. Once a document is approved, the date the document was submitted will be the filed date.

How does eCRB notify users regarding docket updates?

As registered users associated with a docket, you are notified by email when new documents are filed to that docket.

Where do I view Governing Laws?

Governing laws, including regulations requiring online filing, are available via links on the CRB website at www.crb.gov.

How do I file a document?

You may file a document by clicking the File a Document button on your eCRB account’s dashboard.

How do I mark a docket as a favorite?

You may click on the star icon next to the docket number.

How do I access the favorite docket interface?

You may access your favorites from your dashboard via the View favorite dockets button or by clicking on your email at the top right corner of your dashboard and selecting My favorites dropdown.

I regularly file on behalf of the same clients. Can I save their information in my eCRB account?

Yes. Attorneys can add clients, and groups of multiple clients, in the client management portion of their user profile and add listed clients or client groups as participants when filing Petitions to Participate.

When are filing fees required?

Filing fees are required for Petitions to Participate ($150); however, no fee is required if the petitioner qualifies for a waiver.

What are my options to pay filing fees (if applicable)? Can I pay by check?

No, only credit card and debit card payments are accepted in eCRB.

My payment did not go through. Now what do I do?

You may contact Pay.gov for assistance with completing your payment.

Will I be reimbursed if my filing gets declined?

No, however, you will have the option to re-submit a corrected Petition to Participate (PTP) within the PTP filing period.

What does registration for eCRB credentials allow me to do?

Registration allows you to file documents related to CRB proceedings, send, and receive electronic delivery of documents, and/or review prior case documents.

Claimants to royalty funds for cable, satellite, and DART statutory licenses can register to file claims through eCRB, and members of the public can register to file comments in response to any CRB requests for comments published in the Federal Register. Members of the public can view unrestricted documents without registering.

How do I register?

Complete the registration form and look for an email request to verify your contact information. After you verify your email address, the Copyright Royalty Board will review your registration request and you will receive email notification of approval or rejection.

I'm a registered user, why can't I file a document?

Document filing permissions vary by user type and the Copyright Royalty Board schedule. Claimants and commenters may file only claims and comments respectively, during open claims or comment periods, as applicable. Open claims and comment periods will appear on your user dashboard.

Auditors may only file audit documentation.

Court Reporting Agency Staff may only file transcripts related to a hearing.

Attorneys, Attorney Designees, and pro se filers may file documentation related to Copyright Royalty Board proceedings on which they are permitted to file during the appropriate phase of the case. Filings are subject to Copyright Royalty Board approval to ensure accuracy of filings. The Copyright Royalty Board will send all approval and rejection notices to the filer’s registered email address.

Is a legal secretary or other authorized employee allowed to log into eCRB on behalf of an attorney?

Yes. The authorized employee must register for his or her own user account and choose the appropriate user type as each user ID may be used only by the person to whom it is assigned.

How do I log in to my eCRB account using an authentication app on my mobile device? (multi-factor authentication)

Follow these steps to set up your eCRB login with multi-factor authentication (MFA) using Push Notifications:

  1. After inputting your login credentials on https://app.crb.gov/, you will be redirected to the download Auth0 Guardian screen.
  2. Visit the Apple App Store or Google Play Store and search Auth0 Guardian. Tap Get on your iPhone or Install on your Android phone to download the application.
  3. After downloading the application, click on the Continue button on the screen shown in Step 1.
  4. A QR Code will be displayed on your computer screen. To scan this code, open the Auth0 Guardian app on your mobile phone and click the + symbol displayed on the screen.
  5. With your mobile device’s camera facing the computer screen, point your mobile device steadily on the QR code. The device will scan the code automatically. Once you have successfully scanned the QR code, a recovery code will display on your computer screen.
  6. After safely recording your recovery code, click on the checkbox that reads, I have safely recorded this code. Then click the Continue button to proceed.
  7. You will receive a push notification on your mobile device with the option to Allow or Deny your eCRB login attempt. Tap Allow to complete your sign on.
  8. Please note: In the event you use your recovery code to log in, the system will generate a new recovery code which you will be required to use the next time you need to log in to eCRB without your mobile device handy. The recovery code is updated each time you use it to log in to eCRB. Please be sure to save the updated recovery code for the next login with the recovery code.

Follow these steps to set up your eCRB login with multi-factor authentication (MFA) using SMS (text messaging):

What is Auth0 Guardian? (multi-factor authentication)

Auth0 Guardian, used in eCRB for multi-factor authentication (MFA), is an application that includes a mobile app that can deliver push notifications to a user’s pre-registered device - typically a mobile phone or tablet - from which a user can immediately allow or deny account access via the press of a button. It can also generate one-time passwords via SMS/text messaging and phone calls.

How do I use authentication for multi-factor authentication?

After you have downloaded the app on your mobile phone and followed the installation steps provided in the app, log in to eCRB with your normal credentials. You will then receive a push notification from Auth0 Guardian on your mobile device requesting verification of the eCRB login attempt. The options will be Allow or Deny. Simply select Allow in the Auth0 Guardian notification to confirm your login. If your mobile device is synchronized to a smart watch, you may also get notifications and confirm your login with your Android Wear or Apple Watch.

What is multi-factor authentication (MFA)?

Multi-factor authentication (MFA) is a two-step login process that adds an additional layer of verification beyond a username and password for an account login. In addition to your typical login credentials, MFA includes an additional authentication method to ensure that only valid users can access their accounts, even if they use a username and password that may have been compromised from a different application.

No, users can use any phone to access MFA. As a user, you have these options:

No, you do not need the Auth0 Guardian app to get codes via SMS or by phone call. If you decide to use the app, it is free, and the push authentication the app sends uses a small amount of data (a few kilobytes per login).

I have a new mobile device. Do I need to do anything to ensure I can continue to log in to eCRB?

Your login will depend on your multi-factor authentication (MFA) setup. Phone call or SMS setup with the same phone number, will not require any changes. If your phone number has changed, please contact eCRB Customer Support. If you have setup your MFA using the Auth0 Guardian app, you will need to ensure it is on your phone (download it if you have not transferred it from an old device) and then contact eCRB Customer Support to have them reset your multi-factor authentication (MFA).

eCRB Customer Support is only available during business hours.

Once your MFA has been reset, sign in to eCRB and follow the prompts to reestablish your authentication preferences.

If you need to quickly access your account, you may also authenticate your login information using your saved recovery code. Follow these steps to log in to eCRB using your recovery code:

  1. After inputting your login credentials, click Continue.
  2. Click on the Try another method link on screen.
  3. Select the second option, which is Recovery code.
  4. Enter your recovery code in the Enter your recovery code textbox and click Continue.
  5. After inputting your recovery code and clicking Continue, you will see a new recovery code displayed on your computer screen. Do I need to register for eCRB?

You may not need to register. You can review public information in eCRB without registering for a user account.

Registration is only allowed if you are:

  1. An attorney who files documents in CRB proceedings.
  2. A pro se participant who electronically files documents in CRB proceedings.
  3. Intending to file a claim, comment, notice of intent to audit, cue sheet, or transcript of hearing.
  4. Designated by an attorney to file documents in CRB proceedings on the attorney's behalf.

How can I switch my multi-factor authentication (MFA) method to an alternative method?

eCRB has multiple options for you to authenticate your login, including a phone call, SMS (text messaging), or Auth0 Guardian push notification. If you would like to change your MFA method, please contact eCRB Customer Support during business hours. Customer Support will reset your account so you can choose a new method of authentication.

Once Customer Support has reset your MFA, you will receive an email letting you know that. The next time you sign in to eCRB, you will need to follow the prompts to choose a new authentication method.

Note that you can always authenticate using your saved recovery code. Follow these steps to log in to eCRB using your recovery code:

  1. After inputting your login credentials, click Continue.
  2. Click on the Try another method link on screen.
  3. Select the second option, which is Recovery code.

I am not a registered eCRB user. How do I find case information?

To locate information for a specific case, you may click Case Search located in the header on any page. You may search for a case by entering relevant terms in the text search box, for example a docket number or proceeding caption or portions of the number or caption.


After you click on the case caption or the view button, you may review searchable lists of documents and participants. You may view public documents and participant information simply by clicking on an item.

I am a registered eCRB user. How do I find case information?

To locate information for a specific case, click the Case Search link located in the header on any page. You may search for a case by entering relevant terms in the text search box, including a docket number or name. You may also filter the complete case list to browse for a particular case.

I am searching for a document filed several years ago. Why can't I find it?

eCRB contains documents filed electronically since June 2017. Migration of other filings will occur over time. You may request assistance from CRB to locate historical documents not currently available through eCRB by emailing a request to [email protected] and specifying the docket number.

Why can't I view documents marked with a lock icon?

You may not view documents with a lock icon because they are Restricted documents and only certain registered users pursuant to a protective order or other order may view such documents.
